Default Carb cable question (yfz450)

I noticed in this common pic of the "Zip Tie Mod" something unfamiliar to me and my YFZ. There is a cable out the bottom (throttle cable) but what is connected wrapping around the top? Which cable is that? My '04 does not or, is missing, it.

I noticed the other day when I took apart to rejet and clean that there were 2 holes in the wheel.

That pic is from a dirtbike, where they have 2 throttle cables for the twist throttle. Same carb is used in multiple bikes/quads. The thumb throttle relies more on a return spring and doesn't use a return cable as you see in that pic.
