Default Where to ride double passenger? Tennessee?

We'd like to take one atv riding in Tennessee, Smokey Mountains area.
I can't find anything that states it's illegal. Can anyone help on this issue?

Tennessee doesn't have very many ATV rules - don't knowof any areas that do not permit 2-up riding.

When you say 'Smokey Mountain Area" be aware that there is no ATV riding within the boundaries of the park itself. Best areas nearby are Coal Creek (Windrock mountain) or Royal Blue WMA. Both have a day fee to ride but it's reasonable, especially considering the quality of the ride. Many trails in both places are fairly challenging - not a good idea at all to tackle them with 2 people aboard unless you are driving a true 2-up quad.
