Pull the black kill wire from the cdi and rehook the wire removed from the regulator and see if the battery is charging then. If it is could be the cdi internal kill circuit has shorted out.

Okay... possible you could have a shorted out regulator causing the problems, but eliminate a stator problem first. Test yellow wires coming from the stator with a meter. No yellow should zero out to ground. If the stator charge wires show ok,here's a place for regulators.I'd call as as to the correct one available as your model oem part # is 4060208 and not listed. Polaris ATV Rectifier Regulator If all else fails, one on ebay a little cheaper than most places.http://www.ebay.com/itm/LR39-1-Regulator-Rectifier-Polaris-Blazer-Sport-Scrambler-Xpoler-4060208-New-/251505299773?pt=Motorcycles_Parts_Accessories&hash=item3a8ee2513d&vxp=mtr

I know this is an old thread but when you say zero out to ground what does that mean exactly? AC or DC test? Also I assume the red probe goes in the yellow/yellow brown output from the the stator, where does the black probe go? To any ground like the frame ground or the stator ground?
