Default 1996 polaris explorer 400 carb settings

My 400 explorer wont idle with out adjusting the throttle cable on top of the itself. I have cleaned and recleaned, ,I lowered the clip on the needle and set the air screw from 1.5 to 2.5 turns out.Right now the idle screw does nothing.Any help is most appreciated

there is an air leak. these 2 strokers go crazy if there is an air leak. check all boots and seals for cracks or deformations
