Default Bushing and Top Speed?

Ok maybe someone can give me some light here, I have a buddy trying to convince that when I change my belt that there' this little white bushing in there somewhere and if I take it out Ill get more top speed. What the hell is he talking about? Im sure its in there for a reason.

Thanks

He may be talking about the small washer in between the 2 halfs of the driven clutch. By taking the washer out your "suppose" to get a better bite on the belt

It is called a limiter...it stops the primary clutch from upshifting any further(ie closing)once it hits the spacer. IMO..if you don't know what it is don't mess with it..
