Hi to all! My question is are STRAP SHACKLES for my leaf springs supposed to move or are they there to keep the leaf springs up and in place? I'm wondering if I've got to torque them solid or do they need to move somewhat? Please help!

the bolt actually is tight in one side of the shackle ,and lock nut on the other side so you don't have to over tighten them.
