Are you sure the pilot jet is totally cleared? Did you remove the jet, and look thru it, like looking down a straw...and see light come thru the center hole?

No the main jet wont effect idle at all. How clean is the air filter? How long since the valve clearance was checked?

i am not sure when or if the valves have been checked.i bought it used and the guy said there was only 3-5 hours on it, and my kid has put maybe 5 hours on it.it was running great for the time she has had it.would valve clearance come on that fast?a guy at work 1st said it was the pilot jet but that was clean then he said it was bad gas so drained it and put in fresh stuff put a new plug in with the correct gap.the plug comes out dry like its not getting gas.the gas flows from the on/off valve to the carb but it seems to not make it to the cylinder could i have messed something up when i had the float bowl off?

this site rocks.....thanks for all the help guys

Its sounds like a plugged pilot jet to me as well. Thats why im asking about the other issues like air filter and valves, but the most likely suspect is the jet being plugged.
Valve adjustment doesnt happen suddenly, but the symptoms progressivly get worse, and primary symptom of too tight intake valve is hard starting.
Where is the mixture screw set at? It should be about 2 turns out from lightly bottomed.
If it will run at 1/2 throttle or full throttle, but not at closed throttle...either the idle speed screw is too low, or the idle circuit is not getting enough fuel due to plugged jet or mixture screw too lean.
Usually if something gets messed up when the float bowl comes off....youd have the opposite symptoms....flooding or overflowing.
