Default Gio Mini Hummer 110cc - No Start

Hi Everyone,
We Purchased A Giovanni Mini Hummer 2008 110cc Quad Off Ebay & We Assmebled Everything, Put Oil, Gas & Charged Battery & We Can Not Get The Bike To Turn Over....Any Suggestions. It Sounded Like It Was Going To Turn Over A Couple Times But No Luck. We Seem To Just Drain The Battery. Also There Is A Hose On The Right Side Of The Bike That Hangs Below & Isn't Connected To Anything - Is This Normal?
Any Help Would Be Appreciated...Thanks MT

charge batterey hold in brake it has a safety on it that stops it from starting

could be a vaccum line off your carb and yes check that your brake is on also check that the tether kill switch is plugged in tight if it is not tight it will turn over but not fire
