Default 2002 Prairie 400 has me stumped

I have this 2002 Kawasaki Prairie 400 4x4 that I cannot figure out the problem. It starts and idles fine. will rev up in neutral. but when in high or low gear doesn't have all its power. It seems like low 20 MPH is all its got. I checked vavle clearances they are good, the belt looks good, the carb is clean, float height is 17mm which is kawis spec. I tried to richen it with the choke and leaning it out taking off the air filter lid and it doesn't make a difference, the brakes are not sticking, the compression is about 100 psi, I even put a tach on it and it revs up to 7-8 thousand RPM (but kind of slowly). I need to get this atv done a.s.a.p if anyone has any input at all feel free to speak up and it will be greatly appreciated

Thanks

Have you done a compression check on the bike? Sounds like you might have a flat cam.

edit: I need to read - comprehend - reply.

Sorry about that.

okay I did the leak down test and there are no leaks that I can find. I have no idea is there any kind of rev limiter on this that could cause this?

Have you checked the exhaust system? If partially plugged, that could account for the speed at idle but slugishness under load.
