36 psi? I hope that's a typo.

Have you tried shifting your weight any to offset it?

Do the tires have any slime in them?

Have you had the back end up on a stand or blocks and tried to see if the axle is bent? I would think it would pull with all four on the ground if it was.

You had 36psi in the tires? Seriously? I imagine it will pull with 36psi......... BTW 36psi is the MAX for setting the bead. As a rule you don't want to run any tire more than 1/4 of the bead set.....so 9psi would be the MAX you want to ever ride on.

Two things can cause this.
#1 Rear steer. This is caused when the axel is cocked and the wheel base is shorter on one side and longer on the other. Make sure there is no rear steer.

#2 Stagger. This is caused when one tire is bigger than the other. People think that just because they have the same PSI in the tires they will be the same size. This is not the case. You will have to measure the tires to make sure you have no stagger.
