Well, I'm not familiar with the bike in question, I have seen this on cars before.
A couple of thoughts... Usually a brake drum is only held on by the wheel and lug nuts, so if it won't come off, there is usually something hanging it up.
Can you wiggle the drum? If not, try to use a rubber mallet to tap it loose. Sometimes rust will 'glue' the drum to the hub.
If you can wiggle the hub, but it only comes out a millimeter or two, then you might have some build up on the inner edge of the drum that is getting hung up on the brake pad. You can try to use a regular hammer to tap around the inner rim and try to knock the build up loose.
Can you remove the inner shield? This may allow you to see inside the drum and see what you are getting caught on.
