Now that we know the rest of the story.

If it is starving for fuel, have you checked fuel filters, fuel tank restriction, lines that may be pinched, a bad fuel shut-off valve, etc.

Does it back fire at all anytime in the sequence?

WOT is on the main jet circuit. Even if the main is alittle lean it shouldn't just fall flat.

I have not checked the fuel filter. Didn't see any pinched lines. I pulled the fuel line off of the carb at one point and it runs out of the line at a pretty good rate. While riding, if you open up the throttle to wot at a reasonable rate, it runs fine. Just doesn't like to be opened up fast. Haven't heald it at wot for a long period of time, just a few seconds. Has never backfired. thanks for the response.

Just to give you alittle insite of maybe where to start looking:

Closed throttle to 1/8 open = pilot jet and air screw

1/8 throttle to 1/4 throttle = controlled by slide cutout

1/4 throttle to 3/4 throttle = needle and needle jet assembly

3/4 throttle to WOT = main jet

All of these systems do overlape somewhat, but some-where in this process it is falling to recieve enough fuel to complete the transsion.

Does the stumbling occur in a higher gear under load or only when you first take-off in first or second gear.

After further reading your posts again......maybe the fuel shut off is stuck not allowing enough fuel but also not shutting off the fuel. Can you bypass the shut off valve to at least eliminate that part?
