my neutral light will not come on does anyone kno why and there is a wire over by the shifter and the stator cover and it is just hanging there is it disconnected if so were do i plug it in at??

i have another question when i put on my high beams my feuse blows can anyone tell me why???

There is a neutral switch that the wire will plug onto. It should be very close to where the wire is hanging, the wire is only so long and has to connect to something.

The sub-harness connected to the headlight assy has a bare wire rubbing on a metal part and shorting to ground. There was a technical bulletin about this a few years back, it was a common problem on these machines. I have seen this myself in the shop.
