Default 2004 Lifan 250cc

Dear Sirs
Being the good dad I am I bought my son an 2004 Lifan 250cc Model 250 st. Serial #003w5BS. from a woman whos husband passed away. That said It has a broken foot shifter and is missing a seat. I have know Idea what 250cc means or if it needs gas oil mix or much about it. A manual would help. Any help or information as to where I could purchase the parts for it or any information you could provide would be greatly appreciated. He is chomping at the bit to ride it.

it means 250 cubic centimeters displacement. kind of like the 7.3L diesel engine, 327 cid chevy engine, 5.0L mustang, Cobra 427cid engine, the list goes on. instead of cubic inch for the engine as in larger vehicles, atvs/motorcycles use cubic centimeters.
as far as parts, there are numerous websites you can search for the Lifan parts you're needing. footshifters are fairly common, you may even be able to interchange with a "name brand" quad like honda, yamaha, polaris, etc....depends on number of splines on that shifter shaft.
i would bet your quad to be a 4 stroke, regular gas in the tank and crankcase oil in the crankcase. just look for those items or see if it has a mixer reservoir that connects to the gasoline tank/carb.
