The only way I have changed them was to remove the outer half of the front pulley...I was always replacing a good belt not a broken one...
I always figured you could put the belt on the front pulley and wedge it into the rear pulley and roll the machine backwards and force the belt on...sort of like when your bicycle lost a chain and you had to sort of force it back on the sprockets.
