Default HELP traxter 500 low compression

Im working on a 03 traxter 500, I cant get over 30psi of compression. I replaced the piston and rings still only 30 psi. so i pulled it down measured the cylinde it was in spec but border line, so i sent it off and had it replated, also ad the seats and valves cut in the head. got the cylinder back today with hopes of getting it running installed piston cylinder and head left the rockers and push rods out to elimate it being the valves or the cam still 30 psi.. what now? I did a search were someone else had similar problems but never was a answer any feed back saying they figured it out.
