Again, I don't understand why you are all so skeptical! With the eBay protection program HE DOESN'T GET YOUR MONEY UNTIL YOU GET THE ATV. So if you don't get an ATV, he doesn't get the money.
But I would be cautious... I'd say try to email him back saying that you might be in town (where he lives) and that you might be able to pick it up locally and see what he says.

Sounds like a road trip! Personally, I wouldn't ever buy a vehicle or something that expensive over eBay. And this guy does seem kinda sketchy. Call eBay and tell them about what's going on, they should be able to steer you in the right direction.

my opinion is that he is calling your bluff about picking it up
his grammar sucks, to me that means he does not live in the US
i'm not sure how ebay motors works, as i have only used ebay once and that was long ago
but i will assume that ebay motors has a "buy it now" feature
tell him you changed your trip plans and will not be able to pick it up
tell him to list it on ebay motors on a certain day and a certain time
then email you with a link to the page
that way you will be waiting on his email and ready to swoop the page for a "buy it now"

Wrong! paypal is instant money transfer and the seller gets his money asap and then you have to fight it to ghet the money back. In the meantime he closes his account and the money is gone.
This is why the scam is successful there are a lot of greedy people out there just ask Bernie Madoff.

Go to the American Airlines website, and find a flight from LA to MT. Tell him you have a relative picking you up on that flight, and would like the address to come by and look at it.
Take the address and go to Google Earth. Look at the aerial and see if it even exists.
Also, if it going through ebay motors, is it even listed?

It is definitely a scam.
The fact that e-bay pulled his listing tells you that they think the sale is fraudulent.
Remember-there is no e-bay protection unless the purchase is done completely-from purchase & payment-through e-bay.
Note how the seller continues to state "100% safe" again and again--he's trying to convince you.
If you're still serious about the sale, ask him what city/area in Montana he is located. Whatever city he names, obtain the address of the police/sheriff/state police station. Tell the seller you will meet him at the police station at "X-pm on X-day, month, day", so you "can get the VIN and title inspected, and give him a cashiers check all at once".
Chances are he will tell you that he is unavailable at that time/date, and rather than suggest a new time/date, he will raise his "100% safe" routine again, and tell you that meeting at the police station is not necessary.
Think about it--if he was honest, why would he be afraid of having the VIN & title verified by the police?
