Does it grip the rotor at all?
With the brake lines hooked up and the caliper removed from the disk...does pumping the brake lever, move the piston? Careful not to let the piston go all the way out...or it'll come out of the bore. Does the caliper slide in and out on the pins to the mounting bracket?

If the piston is sticking out of the bore...can it be pushed back in by a c clamp?
Do you have another master cylinder to hook the caliper up to? this will confirm whether the caliper is faulty or the master is.
From the sounds of it, if you cant get the ms to firm up, the problem is in the ms. Have you tried to bleed the ms? Make sure you cover the outlet hole on the master (with your finger)when youre bleeding it, it needs resistance to bleed properly. Then bleed it like you would a caliper...squeeze with the hole covered, remove your finger when the lever has gone a full stroke, then recover with your finger and release the handle.
