Potable water means that the water is fit for human consumption. Non-potable water means it's not for human consumption.
So tap water *should* be potable. Generally the water available at a dump station (where the faucet is located directly with the dumpstation) would be considered non-potable because of contamination posibilities. There may be a seperate faucet nearby for filling the fresh water tanks themselves.
As far as filling the fresh tanks, there's usually some kind of a plastic cup-like thing on the trailer with a cover on top. Usually you just stick the hose in there and let it fill (not full blast.) You should use the white hoses that are for potable water, and not a regular garden hose.

You can always buy a water purifier for the tap on the kitchen sink of the trailer. One of those that fits on the faucet tap itself would work fine. But if you really wanted to, you could mount one of those under sink dual cartridge ones.
Most of the places we go, have a water supply there. So I don't fill the tanks till we get there. No sense in hauling 100 gallons of water if I don't have to.
See, that's what you guys get for going to the desert.

Don't forget, water weighs 8.34 pounds per gallon. So depending on your tank size, that can be a lot of extra weight.

I fill my tanks from my hose in my front yard.

We take bottled water for cooking also. I remember when you could drink tap water and it tasted good too.
