Have you changed your primary clutch spring? If so then that's your problem. That's what it sounds like. With a higher stall primary spring your engine braking won't enguage until the stall rpm is met.

I had the same problem with my 05 V2. I had to tighted up my blet by removing a sheam in my clutch.

One question. Does the bike bounce/jerk before it free wheels??? that is what mine did.

There are a couple possibilities. Can you hear the actuator "humming" at all? You should be able to hear it, especially when you tun off the key, after a few seconds, it should re-set. If you don't hear anything, check the fuse that says "actuator". If that's ok, then your actuator could be shot. It happened to me and I had it replaced under warrenty (expensive).
Another possibiliy, probably more likely, is that your belt is too loose. These 650's have a Kawi tranny, as you know, and it is extremely important to have your belt in the proper deflection. Alot of guys, especially with 04's, had belt problems due to the belts being somewhat too loose from the factory, and then getting more loose with time. Some of the 05's were loose also, I have tightened mine a small amount 2 times. For some reason, maybe the lower gearing, or maybe the belts are tighter from the factory, guys with 06's have reported less problems so far. I'm assuming that you bought it used, and if you don't know the condition of the belt, get it checked. That certainly could be your problem.
By the way, if the actuator is working properly, and your belt is tight, the engine breaking works beautifully.

Just got my 2004 650, when going down steep grades it feels like it free wheels until I give it some gas. This is very awkward! My friends 2004 500 Suzuki engine Arctic cat doesn't do this. It doesnt allow you to "Creep" down hills. What's up?

Mine free-wheels at about 6 mph and lower. It kinda makes a popping sound when it kicks in and out.

It doesnt really bounce, but when it goes in and out of breaking down hill it kinda clicks. It free wheels at about 6mph and lower down hill. When i touch the gas it kicks back in.
