It can be mounted using 2 bracketts if you want, but many people just strap it to the rack. Works either way.

Hard to say. I shipped a set of wheels to Canada a few months ago and it was very expensive. FedEx was the cheapest, but if you go FedEx Ground, the sender has to deal with customs, etc.
I'll check to see if this is something I can send via USPS. Otherwise, it probably won't be worth it for either of us.
