i just use the paint program and used the tools stretch/skew.

goto paint and select open. find the picture you want to open and open it. first i right clicked the picture in Photo Editor and it tells what pixels it is in currently. did some math and stretch/skewed to the approriate percentanges and bam, i got my avator.
or, you can just keep guessing and checking, but that takes more time. good luck and i hoped i helped any.

It must have come with some kind of image editing software.

What you do is open the photo with an editing program.
Find the resize command or image properties.
You need to change the Resolution to around 72 pixels per inch.
Monitors only display at a resolution of 72 dots per inch (DPI), so why have It any higher. Your camera most likely is set to make the photos at 1200. If you can change this you can save space on your cameras memory.
Resolution does not change the Physical size of the image only the file size.
Always save images as a .JPG and for the web save it in low of Medium quality.
