Saw your posting explaining the problem with forum speed is because of a saturated T-1. I assume this means that you are hosting the server yourself. Why did you chose this over colocation or a dedicated server at someones data center? You would not have to wait the month it takes to get a new T-1 up and running, all it would take at most would be a phone call if you were colocated.
