Assuming that you're talking about the Allegheny National Forest (or any other state owned trail systems)...all you need is current atv registration from your state or ours.

Pennsylvania state law states nothing about what size atv a child can or can't operate. It only states the following...

"No one under 10 years of age shall operate an ATV on state-owned land.

Person 10 through 15 years of age must complete a safety education course and posses a safety certificate before being permitted to operate an ATV on designated trails on state-owned lands.

No person age 10 to their 16th birthday shall operate an ATV except on lands of his/her parent or guardian, unless he or she has completed a prescribed safety training course and received an ATV safety training certificate."

According to Bill 154, which hasn't passed yet, double riding is still legal until otherwise. Also, the manufacturers are the ones who "suggest" that you ride an atv with matching age requirements on the warning labels...not the state. An 11 year old can legally ride a Banshee as long as he has a certificate and a helmet on.

If you are under 16 years old, PA says that you must have completed an atv safety course to ride on the state land. Look under Pa State Atv trails and the laws.

My buddy just came back from riding there. He said all you need is registration on your atv. You don't need insurance nor a permit to ride there. Is he right or just lucky he didn't get caught?

Your not suppose to ride double, but i see it alot. You just need the quad to be registered in your own state or PA. You can ride there if your under 16. No cops on the trails unless there was some dumby doing something he shouldn't have been, and they are looking for him. That's it.

The rangers do ride quads marked "Law Enforcement". They are generally checking for registration stickers. You just never know when you will see them out there......

But if you're under 16, you can't be on a quad for 16 and over. The rules for the forest are basic rules. go to http://www.dcnr.state.pa.us/forestry/atv/atvtit.htm

That site will tell ya what ya need to know.

EXtreme, you're right. I just got out that little brochure and that's exactly what it says. Oops.
