Is there something on there that limits the air fuel mix.

I just purchased a used Ranger, the industrial model. Does any one know how to disable the speed limitter? It is not a rev limitter, but actually cuts power when you hit 25mph and keeps the machine from going any faster. There must be someway to over ride it, but of course the dealership is mum.
