In extreme fire hazard areas, ALL vehicles, even automobiles, may be excluded. Extreme risk to life and property justifies exreme measures.
Spark arresters, as far as I know, are required in all USDA Forest Service areas for ATV's and dirt bikes as well, where and when off-road vehicle access is permitted.
While "paranoids have real enemies too," temporarily banning vehicles (including ATV's) from extreme fire hazard areas doesn't in itself constitute harassment of ATVers.

No, all new ATV's come with forestry approved "spark arrester". So I would not think that comment has any truth to it. He must be jealous, keep on Scrambling!!

dont call me dumb for this. are heard this from a releative. he said that they where going to ban atvs in some places because of how dry it is. he said if a atv back fires it could start a fire. it was the dumbest thing i have heard but is it true
