If they can triple buff and make ultralites then they can double buff a used hauler or extreme.

like you said, a double is heavier then a triple and the paddle isnt as easy to fold back

You can, if you are willing to pay, retread just about anything. but it would probably cost more than just buying a new pair. Two things though, first they have already been buffed once and probably couldn't withstand that again,to thin of a casing, second where would you get the replacement paddles, I doubt skat trak would sell anyone them, otherwise people that had a retread plant could steal away alot of buisness. Trying to make them yourself would be costly and not work as well.
