Ok, this makes me wonder... If he bought the quad from a seller, got a bill of sale from him, but it still turns out to be stolen..... Does that make him responsible? Does he lose out on what he paid for it?

Are you looking for something similar to Carfax? Don't think they have anything like that for atv's.
Or are you trying to check a vin to see if it's stolen?

You can take the vin # to a law enforcement office, or possibly an insurance company to see if it's stolen.
It's not necessary in some places to sell one with a title. But be sure to get a bill of sale, along with some type identification from seller. Even better if you can verify that. (address and phone #)
If it's selling for much less than it is worth, chances are it's not the true owner.
Not to say great deals aren't out there to be found, just few and far between.

ANYBODY KNOW OF A WEBSITE WHERE YOU CAN GET A FREE CHECK AND/OR REPORT ON A VIN?

BOTH WOULD BE NICE BUT SURELY DO WANT TO KNOW IF IT IS STOLEN.
