It depends on what you are doing with it. But if you are asking if the 450 is $1200 more of bike than the 400 then the answer is yes. For only $1200 it's doubtful you could make a 400 as good as a stock 450.
For reference consider that the Team Suzuki 400s last year had about $20000 into them.

Theres thousands of dollars in performance upgrades for the 400. I would get that instead of
the r450. w/ $1200 you can pipe and jet it, put an air filter on, it, take off the airbox lid and
install a k&n lid, etc. Those are the first few things I would do to it. Then they have a 440 big
bore kit for it. Thats only about $250. Then maybe change the gearing w/ sprockets. Or
if you dont want just engine performance, they have tons of tires for it/wheel packages.
Works shocks are good but will take up a lot of money, so if you dont like the stock shocks
just adjust them. Also, if you like twist throttles they have them for the z. And a new
aftermarket chain would be a good thing to get.
So if you're looking for engine performance, get the first things I listed. I wouldnt spend all
the 1200 on engine parts, though. Skidplates are usually a must for trail riding and stuff.

Yes theres more than a 1200 difference. And after modding the 400, it would be much better
than the 450.

it depends on what your doing with it,if you want to race MX then go R450,but for woods and just trail get the Z400.For $1200 you could buy 440 kit,pipe,jets,performance air filters,good tires, and that would make a awsome Z.but if you trail ride a R450 would suck because they are set up for MX.
