2 stroke has less parst and it can go faster.. you need to mix gas and oil with a ratio for fuel though. It is also louder. A 4stroke you only need to add gas, but its slower then a 2stroke, and its a lot quiter. I'm 14 a 250 fits me fine. But i think at 16, maybe a 400ex--300ex---etc. How big are you?

At least a 300. Even if you are small, you won't be happy with a 250 for very long.
2 strokes have a power band at mid to high RPMs, and unless they are in that powerband they
have very little power. But in that band they scream.
4 strokes have much better power distibution through out the rpm range, but do not accelerate like a
twq stroke in it's band. They have good low end power and fair high end power. For putting around on trails, woods, fields, ect a 4-stroke is much better. For all out racing and being a speed demon, 2-strokes are better. But be careful where you are when you punch one.

At your age the smallest I would get would be a 300ex or a new raptor 350. If you get a 250 in a year or two you be ready for something bigger.

Is 250cc plenty of power for me? I am 16. And what exactly is the difference between two-stroke and four stroke?
Just like dirtbikes also I am sure I have to get some gear. (of course a helmet) where can i find not too expensive boots, pants and long sleeve shirts?
