$3,600.00 Sounds fair to me by looking at the picture. Clean ,average 250R's go from $2,800.00 to $4,000.00 around here with real trick ones going for more. Confirm "who" built the motor, "LRD or a buddy with LRD provided parts? Can't really see the plastic well. Ask if there are "any" cracks in it. Also ask if the frame has been welded. If so how many times and where.
