Look up your State DB sound level for ATVs.This could differ from State/State.Than dont exceed that level on your new pipe and you'll be legal and not to loud.Various ATV/Motorcycle repair facilities will check this for you.

Im thinking about getting a scrambler 500 4x4. what modification should I get to make alot louder but not loud like its pissing me off or anything
