Bigger rear sprocket.

Usually every 2 teeth on rear is like 1 tooth on front. I would say 3-4 teeth on rear is very noticeable for bottom end.

regear him

pipe, air filter, than gear down, and you will have same top speed and probobly have MUCH BETTER accelation

I have the throttle limiter on there, so it curbs the top end, but it makes it difficult to burn out, do donuts, wheelies, etc. I just don't want speed.

That's what I was thinking too. How many more would make a noticeable difference?

I don't know if I could swing a pipe right now, but prob could afford the airfilter. Which one should I get. Will I need to re-jet, or do anything else?
Thanks
