Welcome to the forums. BR>Sounds unusuall to me. The dealer "thinks" it's an overflow. And these overflows are at the bottom?!
I've seen most all vented on the top, but never an open overflow at the bottom.
I'm sure someone will be able to help.
To add:
Try www.dragonracingparts.com. I was reading another thread and thought that those ppl may be able to answer your queston. It seems they have honda copy motor expierience.
Hope that helps.

You need to change the oil right away. The oil that is in them is shipping oil and should not be run with this oil. Are you sure you added oil to the gearbox and the the stator housing? There is a plug on top of the stator housing that will look like it could be a fill hole but it is not. The gearbox fill is very small. Some of these the gearbox is part of the crank case and is oiled by the engine oil. Can you post some pics to see what atv you have and where you filled the the oil? There are no overflow holes anywhere. Everything should be sealed so water and dirt do not enter. The crank case and or gearbox will have a breather hose on top but thats it. The stator housing will have holes in the case to let moisture and heat out.

very new at this bought for a christmas present for my son.... I bought a Loncin 110 ATV I got it home was checking the engine oil and Gear oil before I started it and it had engine oil, but the gear oil hole was dry so I added gear oil and it leaked out of the bottom of the houseing from these two notches that are cut out in the housing. the dealer is telling me that he thinks they are overflow holes... is he right or full of it?
