Honda ATC 70 Carburator adjustment

I just tore down and thoroughly cleaned this carb. I didn't replace any parts inside it. Before I cleaned it, it would idle rough at startup and the warmer the engine got, the higher the idle would get. It would get to a point where I would get tired of messing with it and would just park it.
Now after cleaning the carb, it's a bit tough to keep it idling high enough to run. It seems to idle good for 10-15 seconds and gradually idles down enough to stall out. Can someone go through the adjustment process with me on this? I've installed a brand new plug, wire, fuel lines, fuel filter, and coated the inside of the tank with Kreem. The fuel going through the filter is nice and clear (it's a see-through filter) and no trash or foreign objects have found their way into the carb.
Worth noting... before I cleaned the carb, it was quite dirty. There had been old gas in it for probably 6 months while it sat in the elements. I haven't opened the engine up, but it does smoke a very small amount of gray smoke, and the exhaust seems to smell like it's running rich.
