Could be. Easy way to test is pull the line going to the carb, if fuel coms out then filter good. When you cleaned the carb did you drain the tank and clean it and the lines out to? you said been sitting a while gas can turn to laquer after only 2 weeks of sitting. What you can do is also manual choke the carb by holding your hand over the inside, after trying to start 30 sec or so your and should have gas on it if not your not getting fuel. How did you clean the carbs? and Were are you located?
